As the strategy of national energy development and urbanization continuously pushing forward from east to west, the urban spatial expansion is restricted to land in loess ravine region, environmental capacity and the available development space is limited, the contradiction between urban development and eco-environment becomes very prominent, how to properly develop mountain land resources around city seems to be an inevitable choice for social economic sustainable development in western region. But at present, some blind development ways in northern Shaanxi, such as, apply plain urban development mode in mountain urban construction, reflects the weakness of theoretical guidance and fundamental research. Therefore, under the quick urbanization development, planning theoretical methods of regional adaptability is demanded by the current development situation of mountain city.Connecting the design of spatial form with fractal property, this research will solve the problem, fuzzy cognition and serious homogenization of cities. Meanwhile, find a way to harmonize the contradiction between city’s feature and economic development. On the method, try to use a fractal thinking to have a cognition about the design of spatial form, put forward the principle, equal quality and quantity, time the time. Follow the road explored by scholars abroad and home in theoretical area of fractal and fractal city, try to seek a mutual adaptive way to spatial form development and mountainous topography in northern Shaanxi.Choosing mountain regions in northern Shaanxi as a research, demonstrate the impact of fractal landform on spatial distribution, how it impact and their inner relationships. And then put forward the ideal model of mountain city based on mountainous topography and apply it to Wohu Wan new district planning in Mizhi, then quantitative analysis the rationality. Aim to build a co-adaptive model between the regional characteristics and the spatial form of mountain city, which is a compatible method to spatial form of mountain city in northern Shaanxi. To rich the theory system of mountain city’s environmental construction, and provide the reference for relevant construction.
