| With the rapid development of China’s power industry, energy saving and environmental protection has become the main theme of the development process. With its atand-alone capacity, advanced technology and high economic indicators, 1000MW(GW) ultra-supercritical coal-fired generating units has being the most attractive one.The design, manufacturing, construction and operation of USC 1000 MW unit are applied with new materials, new technology, advanced environmental protection technology and control technology, which bringed a historic leap thermal of power generation technology. However, the project management of 1000 MW installation inspection of the boiler is still a blank in China. There is not very mature management model and rules and regulations except small power plant boiler supervision and inspection is mechanical continuity. Projects of ultra-supercritical boiler requests large investment, long construction period, and more participants, and more advanced target levels etc. Supervision and inspection needs the whole process and a full range of project management to improve test quality, and protect safe operation of the power plant boiler. Therefore, there is an urgent need of research for project management rules and regulations and safe guards of supervision and inspection of boiler installation.In this dissertation, with the characteristics of ultra-supercritical boilers, we analyzed the work situation and problems of the current boiler installation supervision and inspection project management. To solve problems, we study the earlier project management, quality control of project, the management, evaluation, protection mesesures of project and other aspects. The first application of Six Sigma methodology, we study pre-project management from the point view of project objectives, organization and management systems and resources. Then, based on maturity model, we study project quality control requirements, site construction quality control and control of project progress. And project management results, innovations were evaluated and evaluation of the inadequacy of personnel management and project management in communication. Finally, we presented safeguards implementation of the project for the results evaluation.Through the work summary of Phase III project supervision and inspection of USC boiler installation, this paper presents a systematic, process, standardization of supervision and inspection mode. We establish a suitable method that is easy to implement for largescale boiler installation supervision and inspection. This method is applicable not only to the installation inspection of the boiler, but also special inspection agencies for the supervision and inspection of other large projects. |
