The current Chinese civil aviation is in rapid development phase and air traffic flow is increasing continuously. In addition, the development of new routes has made the airspace layout more complex. Air traffic complexity determines the amount of controller workload. As present, the increasing even saturated controller workload has become a bottleneck according to aviation industry. Analyzing the structure of airspace and designating legitimately air sector can not only increasing airspace capacity, but also reduce and balance controller workload of each sector, which is important for flight safety.Currently, classified research of sector designation is mainly in the 2D sector designation. But the designation ignores the factor of height and it can not reflect the actual situation of airspace. Therefore, research is tending to 3D sector designation.Controller workload is a core factor of sector designation. This paper builds a calculation model of controller workload by analyzing the air traffic complexity and extracting the relevant parameters from radar date. With regard to 3D sector designation, this paper adopts a dimension reduction method. That means determine the level of the high and lower sector by hierarchical clustering method, then design sector on 2D by region growing method based on regular hexagon, and projected on the 3D airspace. Finally, according to the actual situation of sector Xiamen terminal area, generated results prove the correctness of the method.
