In recent years, with the rapid development of civil aviation industry in China, conflicts betweenthe limited airspace resources and the growth of air traffic flow are becoming increasingly prominent.In order to solve the contradiction between supplies and demands of airspace resources and make theairspace management secure, economical and efficient, it is necessary to evaluate the service ability ofairspace system scientifically and impersonally. Given that sector is the basic operating unit ofairspace system which is becoming more and more complicated and dynamic, evaluating airspacesector capacity is the principal prerequisite of weighing the service ability of airspace operation, and itis also an important basis to ensure flight safety, effective implementation of air traffic flowmanagement strategies and taking full advantage of airspace resources.This dissertation has carried out a systematic and in-depth scientific research of sector capacity.First, the background and significance of this research was discussed, then the research status ofsector capacity evaluation methods home and abroad was analyzed. Second, it introduced the relatedconcept of sector capacity evaluation, and analyzed and compared several typical methods; then itsummarized the factors affecting sector capacity and the operating characteristics of air traffic, andproposed a model of airspace sector capacity evaluation based on controller workload whilesynchronously taking into consideration the objective factors of airspace traffic flow and subjectivefactors on the basis of the simplified model of airspace sector capacity evaluation. A model of sectorcapacity evaluation of distinguishing English communication from Chinese communication anddetailing workload based on this model has been put forward. Several models were analyzed in scopeand limitations, and an integrated model of applicable to various operating conditions has beenproposed. Based on the models, the paper put forward optimized capacity evaluation procedure andestablished corresponding methods. Finally, the models and the methods were verified. The papercomparatively analyzed the differences in the results of evaluation in different models, explored thereasons for the differences and provided the optimal recommendations for optimizing operation andenhancing sector capacity.
