With the increase of area airspace flight, area capacity evaluation is becoming more and more important, but the current evaluation methods are relatively limited, which consider the air traffic controller's workload and airspace operation separately, ignore the comprehensive impact of Human-Machine-Environment on area capacity. In this paper, with subjective and objective methods combining together, we establish an accurate and across-the-board area sector capacity evaluation method, which will be practically significant to balance controllers'workload and flight flow, and in order to make maximum use of airspace resource.This paper firstly focused on the simulation-based and workload-based area sector capacity evaluation methods, analyzed and compared each advantages or disadvantages, applications and limitations of them. Secondly, it presented all kinds of factors that affected the area sector capacity, including airspace elements, characteristics of air traffic flow and controller's workload. Then an improved evaluation model was established which considered not only the classification of workload, including communication load, non-communication load and thinking load , but also the sector complexity and the statistic of traffic flow on different routes. After that, a new evaluation system which was designed and perfected by using multiple developing tools was introduced form system architecture to functions of each module. Finally, based on the real data of a radar control sector in Guangzhou area, the evaluation was conducted with the model, and the regression analysis was used to calculate the sector capacity. The result accorded with the practice validated the feasibility and applicability of the proposed model and method.
