The aging phenomenon is coming so fast and “old before getting rich” makes our country is facing unprecedented challenges. The elderly housing demand is increasing as the growing problem of aging.Implementation of the one-child policy and the growing social mobility of the population lead to more children can’t around to take care of their parents, this phenomenon leads to the deterioration of a growing number of "empty nesters." In the current social situation, China’s urban living environment in the "appropriate age" existence "hardware" and "software" aspects of the dual problem, it can’t meet the needs of an aging society on the protection of the quantity, quality and management, and private agencies relatively affordable apartments for the elderly pension agency facilities better conditions, quality of service and personnel management are also equipped with a more comprehensive and better meet the housing needs of older people.Therefore, under the current socialist economic system, in addition to the promotion of social welfare, the government should also give strong support of private pension services.This paper describes the sociological theories related to the elderly, to find inspiration to explore in residential construction, residential planning, living the environment is created when the old man how to play the role of a positive impact on the elderly, the elderly and the negative impact to a minimum. Through domestic and foreign pension institutions supporting facilities, service projects, and to analyze the cost of the standard can be found, the facilities and functions can be basically divided into apartments for the elderly living functions, medical services, recreational facilities, living facilities and service needs of these five terms, these five areas can be further divided into multiple evaluation.This paper intends to depart from the status quo of Chongqing urban elderly housing market, combined with the status quo supply Chongqing pension institutions to identify problems in the pension market, combined with the case, Chongqing old apartment management model to explore.In order to find the factors affecting the elderly choose apartments for the elderly, we use the Delphi method, 30 experts letter consultation, through two rounds of open questionnaire can be seen: medical equipment and services for the elderly to provide apartments for the elderly the highest degree of attention and services provided, in addition, the order of importance of the function of living, recreational facilities, living facilities.Based on the case at home and abroad as well as finishing the survey summary, can provide a reference for developers, government and the elderly in three aspects. The development trend of Chongqing apartments for the elderly and the elderly living in elderly housing demand further research needs to be done continuously.
