With the energy consumption and environmental pollution problem in China is becoming more and more serious, Chinese government has legislated and issued a series of laws and regulations, which especially reinforced the energy saving assessment of fixed asset construction projects. However, so far researches all over the world haven’t paid sufficient attention to the expressway energy efficiency. In particular, the available assessment methods for energy efficiency are still at the initial stage, and thus there is no generally agreed standard method. Therefore, we would like take the initiative to set up a practical method to evaluate and quantify energy cost so as to deliver a rigorous reference for energy saving assessment and to assist the audit of fixed assets investment in China.The data in the current study was obtained from real project feasibility study reports. By analyzing different energy consumption methods, energy consumers, and energy-intensive projects, we divide energy consumption into two types: direct energy consumption occurred in each process of construction; indirect energy consumption to guarantee the smooth running of expressway construction. Considering the different energy consumption analysis methods in the past, the paper based on the decomposition of energy projects analysis method decided to classify project items by Evaluation Indices of Expressway Construction Projects, and decomposed each classified project item into specific models. Total energy consumption was then evaluated by adding up each of the estimated machine shifts times its corresponding energy consumption values defined by Standard Machine Shift Quota of Expressway Projects. The total energy consumption was further converted into tonnage of standard coal based on the data in General Principles for Calculation of the Comprehensive Energy Consumption.In order to minimize the difference between theoretical and real energy consumption, the final computation model was optimized by considering the deviation of theoretical energy consumption and machinery efficiency from the real values. Specifically, SPSS software statistics,correlation analysis, principal component analysis and linear regression analysis were applied to study the theoretical and real data comparatively so as to adjust the energy consumption calculation model. Finally, the optimized model was examined with a real project settlement data so as to demonstrate its feasibility and accuracy.
