Improving the business services status will be a key to the success of resources-based city transformation.Meanwhile, the resource-based transformation cities are now in special development stage, therefore their commercial service facilities layout and suitable index system should also have to adapt to the characteristics of urban restructuring and development. As a result, it is undoubtedly important to study commercial service facilities layout and suitable index system in this transformation period in Shizuishan Dawukou district. This paper is so written and expanded in such a background.This paper reviews various types of planning for urban transformation and development and clears the point on urban development strategy, the direction of industrial restructuring, urban spatial structure and land space layout. Based on this, this paper summarize the current characteristics of Dawukou district such as the system imperfect and lack of hierarchy of commercial service facilities layout, the existing commercial services facilities index is bigger while that in relevant national standard the value remains smaller, etc.According to commercial service facilities operating mechanism, those commercial service facilities serve mainly for the local residents and foreign visitors. My paper explores and determines the commercial service facilities layout and designed appropriate index from the perspective of the potential development land and commercial service facilities for the future population size.。Based on the above studies, this paper comes to the conclusion that largely influenced by the factors such as traffic, location and environment, there forms different types of commercial service facilities layout. In Dawukou district, it is appropriate to set the forward commercial services facilities land scale in the 606 hectares and the long-range perspective in the 675 hectares;it is appropriate to set the forward proportion of commercial services facilities in the 9.5 per cent and the long-range perspective in the 7.7 per cent; and it is also appropriate to set the forward per capita construction land in the 13.4 square meter and the long-range perspective in the 13.5 square meter.
