Analysis Of Irregularities And The Improvement Of Oversight Mechanisms In Project Bidding

The tender system has been widely used in the construction sector since our country introduced this system in 1980.The tender system has a very important significance. With the development of the times the tender system has drawbacks. There are some irregularities appear on the project, such as bidding for colluding bidders, the tender bid to circumvent regulators, the administrative department to review ineffective evaluation experts accepting bribes and other irregularities. These violations appear to disrupt the country’s construction market, adverse impact on people’s lives, but also had a negative impact on the stable about development of the construction market.The author uses theories to solve these irregularities. First, the author analyzes manifestations of these irregularities. Second, the author uses game theory to explain colluded bidding. After that the author has an idea that these irregularities have great relevance and imperfect oversight mechanisms. On the other hand, the author uses the theory of principal-agent theory to reducing the occurrence of violations. Of course, the author uses different measures aimed to different participants. Third, the author put forward some strategies about supervision mechanism. In order to reducing irregularities, the author uses two ways to deal with this question. One is about irregularities of participants; the other one is improve the supervision mechanism.This paper there are also many deficiencies: ① Although this paper are many irregularities were analyzed, but no more in-depth research on some specific areas, so that some of the irregularities in the procedure absented targeted; ②There are not strong theory when the author uses game theory, while using only standard against which a string of irregularities were described during the relevant principles of game theory, no more violations to study the resulting conclusions targeted not strong; ③ in the use of agency theory did not give a mathematical model of mechanism design from the perspective of economics, which is insufficient research exist in the process; ④ foreign research on oversight mechanisms for oversight mechanisms study did not draw.
