The administration information collection system can collect process and monitor users’ various information on electricity use and it can also serve as an crucial component to develop intelligent electricity network.With the rapid development of our national electricity network, it has become a necessity to accelerate the building speed of administration information collection system to build a solid intelligent electricity network. Changchun Power Administration Information Collection System is designed for whole-area coverage, complete-information collection and all-channeled advanced payment to achieve interaction between consumers and power companies.This thesis, taking the design of Changchun Power Administration Information Collection System as the subject, studies the design of communication technology, system function, system framework, etc; and analyses the theory application of the system design, key principle, implementer plans and other related details of the design.The thesis begins with the communication channels of administration information collection system. Communication technology is the important basis for realizing the function of collection system which is fundamental for every function. The bearing capacity and performance are linked to security and reliability of the information collection and diversification, as well as the practicability of the system function. Communication ability must fit the levels of automation of marketing management and service modernization informatization and intelligentization. Next the thesis designs the function of the system to improve the work efficiency of information collection and work quality, and elevates the collection management index and the level the practicization. Meanwhile, the thesis designs the advanced application of supportive functions like collection monitoring, management control, data analysis, etc. The development scheme and the framework of the system are designed in the last part of the thesis.
