Power network planning is both a primarypart for the long-term development of electric power enterprises, andimportant factor for the economic and social development of the country and region. Power grid planning is not only meets powersupply and demand, but also help to improve the security and reliability of power system, meanwhile, save the national investments, promote the healthy and continous development of the national economy, so as to realize the win-win situation of economic and social benefits. Meanwhile, based on the 13 th national five-year plan of China Southern Power Grid Company for distribution network planning and construction, Qingcheng Power Supply Bureau is determine to build an intelligent, efficient, reliable and green distribution power grid, in order to meet the needs of the localelectricaldemand.Firstly, the paper researchesthe domestic and foreign current research of power network planning, and analysis the Qingcheng district power supply and demand situation, including: distribution network, the supply situation, electricity demand and other conditions, as well as existing problems. According to the based data and distribution networkconstruction, this paper analysis load growth rate, electricity consumption accounted for the proportion of energy consumption, utilization hours, industrial electricity ratio, load density, construction land load density,etc., and forecast the load with variety merhods.According to the status of the distribution network and load characteristics, thispaperproposea distribution network planning scheme, including district power grid planning constrution goals, planning principles and techniques, especially, the distribution automation construction program of Qingcheng District can contribute to the development of smart grid in future. Finally, the investment for distribution network construction projects were estimated, including the requirement of construction funds, estimation standard and economic evaluation, etc., to verify the economical efficiency for distribution network construction and transformation.
