Tailings are kinds of heavy industry solid wastes. They not only incur environment pollution, take up lands, but also injury to people’s life and production. Therefore, it is significant to use tailings comprehensively and change wastes into valuables. In the paper, tailings are used to carry out experimental studies of cement tailings road base layer, the main works and the main results are as follows.(1)The cement tailings unconfined compressive strength tests of 3%, 4%, 5%, 6% and 7% cement content were carried out for studying the mechanical properties of cement taillings. The compressive strength of cement tailings increased gradually with cement content increasing gradually, after 5% cement strength increased slowly. The cement tailings unconfined compressive strength, splitting tensile, direct shear and triaxial shear test of 0%, 0.2%, 0.5%, 0.9%, 1.2% and 1.5% six kinds of fiber content were studied. With fiber content increasing gradually,the compressive strength, tensile strength and shear strength reduced after the first increase, optimum mechanical properties was 0.5% fiber content.(2)The cement tailings curing mechanism was explained by chemical reaction equation. The process of strength forming under the microscopic perspective was explained by scanning electron microscopy experiments. The C-S-H gel that decisioned cement mortar strength,early mostly are needles, grass-like, scattered clusters, late mostly are closely packed clusters, mesh, worm-like.(3)The interior experiment were carried out for studying road performance of cement tailings, the static elastic modulus under different environment were obtained. The numerical simulation snalysis of the tailings cement stabilized road basic layer were carried out accoring to the datas. With content of tailings increasing, roads’ compressive strength, settlement and pavement crack resistance reduced under normal circumstances, water stability of cement tailings improved under water immersion environment, freeze-thaw performance of cement tailings improved under thaw environment.
