Investment And Benefit Research On Construction Project Of Yilan Wind Farm In Heilongjiang Province

In the background of global energy crisis and environmental crisis, China faces serious energy dilemma and environment pressures. Especially in recent years, the large-scale outburst of fog and haze, the heavily depending on imports of traditional fossil energy sources and other issues have become bottleneck factors that plague China’s economic development. In this case, developing wind power and other renewable energy sources has become China’s important choice of energy strategy in the future. Undoubtedly, wind farm construction project is an important foundation and a main starting point for the development of wind power industry, and especially in Heilongjiang region which has rich wind resources, a wind power generation project has good economic and social prospects. This paper sets Yilan wind farm construction project as an example, analyzing the economic benefits and the investment options of Yilan wind farm construction project deeply, and coming up with practicable and insurable plan of investment and benefits, which can provide scientific basis for decision-making of project construction, and also provide references of decision-making for other projects in the industry. Based on quantitative and empirical analysis, the main contents of this research include:Firstly, we analyze the construction conditions and the brief project introduction of Yilan wind farm. In recent years, China’s wind power industry has achieved rapid development, and good investment environment and policy environment stimulate the construction of wind farm projects strongly. On the basis of a comprehensive assessment of wind energy resources in Yilan County, this paper analyzes construction conditions and general situation of the wind power plant focusing on the basic conditions of construction company, the project electrical systems engineering design and civil engineering design.Secondly, we analyze the investment options and benefit estimates of Yilan windfarm construction project. Reposing on analysis of the project’s technical and economic indicators, this paper demonstrates the feasibility of the investment project from three aspects of economy, technology and policy environment. Based on constructing price system and estimating revenue and cost indicators accurately,economic benefits of the project have been further estimated, and social benefits of the project have been analyzed from three aspects of job creation, energy conservation, improving the living conditions.Thirdly, we come up with investment implementation scheme and benefits insurable scheme of Yilan Wind farm project. In order to ensure investment and benefits of the project more practicably, this paper has proposed some measures of project investment implementation and benefits security, including: the continuous improvement of efficiency in the use of funds, strict implementation of norms of civilized construction, serious demonstration of project technical programs,strengthening investment risk management and so on.
