Measure To Urban Public Transport Management Problem Of Changchun City

Underthe background of global ener gy crisis and increasingly environm ental pollution, there is a great cha llenge to save energy and reduce emission in all walks of life. People living standards improved constantly with the development of our country’s economy, the quantity o f private car in urban soars quick ly, all of these lead to urban traffic facing bottleneck. The continuous expans ion of city increases the dif ficulty of solving traffic problems, and it carry out that the urban traf fic system planning and effective management must be conducted to get out of the phenom enon of a rising tide lifts all boats, which city road construction and traffic demand interplay each other.Developed urban development experience shows that implementation of public transportation in solving th e problem of urban traf fic congestion, environm ental pollution is particularly ef fective, public transportation is of great significance to promoting energy conservation and emissions reduction in transportation industries. It is urgent to probe into Changchun urban public traffic management problems for that city public traffic management is a weak part of it.Urban public passenger traffic play an important role in the urban traffic system, in this paper, by analyzing the character, function orientation and public transportation management of the public transportation industry, as well as sustainable development of public transportation, reveals the necess ity of optim ization of public tran sport management. From several aspects analyzes the Changchun City present situation of public trolley, rail tran sit and tax i transport. These aspects include the infrastru cture construction, management information system construction, jurisprudence of public transport and the taxi industry m anagement, and then, explores the existing public transport problems, clarify the key point of improving public traffic of Changchun City. Problems of Changchun City public traf fic management mainly include the following aspects. First, lack of pub lic traffic planning and syst em considering; Second, public traffic management authority division of labor is not clear; Third, the relevant laws and regulations need to established; Fourth, the public traffic attraction is not enough; Fifth, the taxi scientific management is insuf ficiency; Sixth, lack of terminal of public transport information. By the analysis of urban public transport developm ent and management in domestic and overseas deve loped country, this paper concludes many successful experience of public transportation development for Changchun.Considering the Changchun City as our national " T ransit Metropolis ", this paper combines energy conservation and emissions reduction of Changchun City public traffic construction, at the same time follow closely with the development of Internet, propose to increase capital in vestment, perfect the m anagement system, speed up the construction of infrastructure m anagement, accelerate the construc tion of informatization and networking, increase attraction of public transit, strengthen taxi management. By m aking focal point of m anagement explicit, we can prom ote the development of Changchun City public transport priority under government’s guidance. Changchun can strengthen the public tran sport management to establish a three-dimensional traffic pattern with price adjustment, limit policy, subsidies and strict regulation of bus lanes, harm onious and unifi ed a variety of travel m ode of public transport, at the same time government should pay attention to both technicalization and energy conservation of urban public traffic development, to construct a convenience and sustainable development urban public transport form in the integration of modern low carbon demonstration.
