Research On Investment Control Of Cambodia Desi Hydropower Engineering BOT Project

The planning and investment of domestic hydropower industry is already saturated, the hydropower enterprises want to be bigger and stronger, the domestic hydropower market is already in line with international market in all respects. From the political, economic and other factors into consideration, our country provides policy and financial supports for the enterprises, which goes abroad to invest in the international market. At the same time, the country encourage the domestic enterprises to participate the development and utilization of hydropower resources of the country in southeast Asia around, because that’s makes for our country using its electric power by filling the power supply gap from our country’s economic growth.On account of these many good conditions above, large domestic enterprises are actively seeking the cooperation to promote the development of the hydropower resources abroad by the BOT mode. However, there are many problems of hydropower project investment needs to be solved as described below. The political, economic and investment environment, tax policy, exchange rate, project guarantee and so on various factors, of the project host country, affect the decision of the project investment. There is lack of investment and construction experiences, which can be drew lessons from foreign hydropower project. Timeliness is low for the manpower and material and mechanical resources in the process of project construction. The external transportation is difficult to complete. The external construction conditions leads to guarantee the period difficulty.According to the author’s investigation and research, this paper analyses the universal problems existing in the decision-making, design and construction stages of the Cambodia Desi hydropower engineering BOT project, and put forward the countermeasures and measures to solve the problems. This paper includes the following main points.First of all, according to the characteristics of overseas hydropower project BOT project investment control, this paper introduces the concept and connotation of the BOT mode, the project cost management of the whole process, the value engineering, the "static control, dynamic management", such as the theories above of the investment control, These theories provide a scientific theoretical support for the paper.Secondly, this paper combs the influence factors of the project investment decision-making the designment is inadequate in design stage, the technology and economic are not reasonable combination and mismatched each other, and the problems occurred in the construction phase, in stages. And it analyses and put forward the countermeasures to solve these problems above in the subsequent chapter.Finally, in view of the building is close to completion of the whole process of Desi hydropower project, the paper phases in many particular examples to analyze project investment control problems in the process, and using countermeasures above in one to one correspondence. And it suggests that strengthen the investment control of the different stages of the hydropower project in order to realize the benefit maximization. I hope this article of the proposed cost control measures which can be adopted by hydropower project. Desi Cambodia Hydropower BOT projects cost control is a system engineering, as simple as this article does not detail what all the content it contains. Only the following suggestions be proposed:Project Decision stage ahead of detailed work cost control activities, the more detailed the more controllable. The importance of the project to determine the overall cost from 70% to 80% of the effect of the design phase, and use value engineering, design optimization limit design method. For materials, labor, machinery and equipment for construction management, provide the basis for cost control in the construction, to better achieve the desired control objectives.
