Under the background of rapid international economic growth,China has advocated the implementation of the “going out” strategy and encouraged domestic enterprises to invest in overseas projects.The hydropower project as a country's infrastructure project project is undoubtedly the key project for overseas investment in China,a major country with the strength of hydropower project construction.As such projects are large-scale transnational projects,there are many risks associated with social,economic,cultural,and customary risks.The hydropower projects themselves have the characteristics of large-scale projects,high construction costs,and large number of participants.When investing in overseas hydropower projects,they will face unforgivable risks.This paper takes the hydropower project as the research object,and stands in the perspective of Chinese companies to look at the risks faced by the Cambodian investment in our country.The article first elaborated risk related theory,studied the characteristics and risks of general hydropower projects,and analyzed the situation of investment in hydropower projects in Cambodia and China.Work Decomposition(WBS)and Risk Decomposition(RBS)to identify the risk factors of hydropower projects and find the risks that Chinese companies will face when investing in Cambodian hydropower projects,including social risks,economic risks,political and policy risks,Technical environmental risks,operational risks,natural risks,6 risk factors and 20 risk sub-factors;built a G-ANP risk assessment model.By constructing a risk assessment indicator system,the project's main risk list is determined,and then the ANP method is used to determine the impact weights of the network layer's various risk factors on the project evaluation objects.In addition,a gray evaluation method is used to comprehensively evaluate the risk characteristics of the hydropower project.In the end,the Gansu Hydropower Project invested by Chinese enterprises in Cambodia was used for example applications,and corresponding risk response suggestions were given based on the evaluation results.This article is a study on the investment risk of hydropower projects.As a master's student studying in Cambodia from China,I have a relatively familiar understanding of the culture and policies of my home country.I hope to study the investment of Chinese enterprises from the perspective of Chinese side Cambodian hydropower projects to help Chinese companies clearly distinguish the risk factors that may need to be considered when investing in hydropower projects so as to objectively evaluate the risks and help Chinese enterprises to reduce their investment risks or reduce the losses caused by risks.At the same time,it can also make a certain contribution to the government of Cambodia in attracting Chinese enterprises to invest.
