Along with the advance of “the Belt and Road Initiatives”,overseas BOT investment projects are increasing.China's overseas BOT investment projects are mainly hydropower stations. In the background of global economic and advocate enterprises "going out",the hydropower construction is not only the vanguard of China's overseas infrastructure construction, but also become the main force of water conservancy and hydropower construction in the international market. However, while the hydropower construction has achieved fruitful results,China has suffered many serious problems and suffered some losses. The risks faced by BOT projects in overseas hydropower stations are more complicated than those of other projects, and hydropower projects also have their unique risks. Therefore,it is urgent to make an in-depth analysis to the various risks faced by BOT hydropower projects, and formulate timely response plans to ensure the successful and stable operation of the project.Overseas hydropower station BOT projects with huge investment and long payback period, and have a higher degree of risk. Therefore, this article under the background of "the Belt and Road Initiatives",select the "China-Pakistan Economic Corridor" priority to promote the "Carter Hydropower Station" project as a case study, first introduced the theoretical overview of risk analysis and BOT project investment concepts, and then standing in the BOT project investor perspective, analyze the main risks factors of investment, and establish a net present value(NPV)for the risk evaluation index system, using Monte Carlo method to quantify the risk, and puts forward some suggestions of risk prevention,in order to provide reference for the investment of overseas hydropower station BOT project,to support "the Belt and Road Initiatives " infrastructure construction.
