In the "Twelfth Five-Year Plan", the central government clearly pointed out that the economy must keep on growing steadily and rapidly, meanwhile, the public safety system infrastructure must be strengthened and enhanced. Under the guidance of the government’s economic policy, the urban and rural economic growth will be quite steady and rapid in the next five years. Consequently, urban population and the amount of motor and non-motor vehicles are increasing constantly. Therefore traffic management becomes the important component of the public safety system infrastructure which needs to be significantly strengthened and enhanced. With the increasing complexity of roads and the exponentially increasing amount of vehicles in recent years, the original and traditional method, that of supervising and managing the traffic and public security by simply watching the CCTV, is facing great challenges,.Because of these circumstances, a more flexible and more intelligent surveillance device is necessary in order to meet the increasing needs of government administrations e.g. bayonet-type electronic police.The main content of this study is realizing the effective means of road management for some administrative departments through the construction of bayonet-type electronic police. According to the current national or province construction standards, the study also presents design of the entire video surveillance application system, from front end to center, and based on the engineering implementation and technical improvement of application system. The surveillance system includes the front-end video detection acquisition system and the central administration application sub-system. The front-end construction includes image-capturing unit, high-definition camera unit, vehicle detecting unit, and related engineering constructions. The rear-end administration platform is developed and customized to meet specific needs of different users, especially for the public security and traffic police system.The research mainly aims to obtain an experimental result of the whole paper through actual engineering demonstration on the triggering of video detection and acquisition, for which an engineering comparison environment is elaborately built for actually comparing relevant data such as capture rate and recognition rate of the two detection models:coil acquisition and video detection, thus obtaining the relative merits and trial models of the two detection methods. The obtained data can be applied in actual engineering construction later for exploration and research in engineering practice.
