Research On Standard Management Of The Ship’s Entering And Leaving Port Safety Control

Ship’s entering and leaving port control includes the control of domestic and foreign ship, ship’s entering and leaving port permission is the most useful manner to carried the control of domestic ship, and for the foreign ship, the most effective manner is port state control (PSC). This permission is the basic work of maritime administration. Since the implementation of this work, it plays a vital role on the safety and anti pollution on sea, on the establishment, stability and development of shipping system and also on promoting of shipping economy development. As an basic and complex work of MSA(maritime safety administration), about 2961 workstation distribute in China to carry out this work. But now, a lot of problem exposed, such as no restrict inspection, improperly treatment, the high risk of maritime safety administration (MSA) staff, inconvenient for shipping Business. Proposal and voice of cancelling this permission appeared under the idea of decentralization from central government. An unified standard is a urgent to improve and regular this work, strength the inspection of the ship and guarantee the safety of ships and lives, serve the seamen.This article collects some problem, shortcoming, responsibility and risk in this work, summarized Laws and regulations and normative documents of ship management, and utilizes the experience of ship’s safety management work, puts forward to a standard procedure of the ship’s control to convenient the MSA staff to master this work, standardize the management of the ship’s control, unify the service procedures, and serves the majority of the ship’s crew and company engaged in the shipping business. This article analyzes the main reasons of ships not under command in the Zhangjiagang section of Yangtze River in 2013 and 2014, gives the key point of port state control. Taking the inspection of carbon dioxide fixed gas fire fighting system, boiler and emergency generator as an example to introduce the inspection of ship’s machinery equipment in port state control.
