The Design And Implementation Of Maritime Dangerous Goods Transport Supervision And Management System

At present, the supervision of maritime dangerous goods transport depends on Ship Passenger Cargo System which established and popularized by China MSA in 2005. With increasing requirements from maritime business and the development of information technology, the original Ship Passenger Cargo System Cannot fully meets the needs of supervision of maritime dangerous goods transport which limits the improvement of supervision level. As a result, it cries out for a new information system which will meet all existing maritime business requirements and bring convenience to administrative counterparts at the same time. The new system will help maritime administrative departments supervise the dangerous goods transport better, as well as provide the supporting data for shipping development decision making.The author of this paper designs a new dangerous goods declaration and approval system meeting the needs of maritime supervision through studying both of the related business and the existing maritime working condition. The system design follows the principle of uniform design while the database construction accords to the data resources planning theory. On the basis of absorbing the advantages of the existing system, guided by the maritime business requirements, combining the present dangerous goods transport supervision situation and characteristic, the system established in this article achieves all the main functions of declaration and approval related to maritime dangerous goods transport supervision. And it also resolves the problems of repeated declaration of "declaration on safety and fitness of dangerous goods", inaccuracy of cargo names, etc. And on which it will realizes the perfection and expansion of the functions such as statistics inquiry. And it will also provide the decision support of development of supervision of dangerous goods transport. The system develops basing on B/S architecture, using Justep development tools and Web Service technology.The construction of this system will well satisfy maritime dangerous goods transport supervision, realize paperless office of dangerous goods declaration, reduce workload of maritime working personnel, and strengthen security of maritime dangerous goods transport.
