Study On Safety Management Of Maritime Carriage Of Dangerous Goods By Yingkou Port

In recent years,thehandling capacity in Yingkou port(the area is about 5000 square kilometers,including Bayuquan port,Xianrendao port,Panjin port and Yingkou port)increase continually,with the integration of "the Belt and Road Initiative" national strategy,the realization of the China Korea Free Trade Agreement,the accelerated development of Coastal Economic Zone of Liaoning Province,the promotion of the northeast old industrial base strategy and the economic boom of Shenyang Zone.Meanwhile,the capacity of dangerous goods increases year by year.More importantly,the enviromental issuses caused by the accident of dangerous cargo have caused great attention.Therefore,it is very important to ensure the security of the dangerous goods and protect the enviroment for Yingkou waters in order to promote the economic development of the shipping in Yingkou waters,especially after the "8.12 Tianjin Port explosion" accident.Maritime Safety Administration(MSA)takes a responsibility for vessel traffic safety supervision and the prevention of pollution from ships.Moreover,it plays an important role in the management of maritime safetty transport of dangerous goods.However,there are still many problems for MSA in maritime transport of dangerous goods,especially after the "8.12 Tianjin Port explosion" accident.Therefore,the supervision of the maritime transport of dangerous goods need to be imporoved.In this paper,my research focuses on the maritime dangerous goods safety management of Yingkou waters.By summarizing the status of maritime transport of dangerous goods safety management and the successful experience at home and abroad,targeted countermeasures and suggestions will be proposed for the maritime dangerous goods safety management of Yingkou waters.As China is in deepening reform and streamlining administration,the administration permit approval decreases constantly and the management of transport of dangerous goods becomes difficult.Therefore,my research analyzed the actual situation of the transport of the dangerous goods and proposed regulatory countermeasures from the view of rImprove relevant laws and regulations,improve the management philosophy,innovative management methods and enhance the emergency response capabilities,etc.The research will provide a reference for the management of transport of dangerous goods for Yingkou waters.
