The preservation and development of the rural cultural heritages has become an important issue of local sustainable development and living environment construction in the new era.Most traditional villages have good nature environments, large number of traditional architectures and the unique local cultures inside. These villages have both preservation and culture values. With the acceleration of urbanization, the traditional villages that used to be self-sufficient are now facing both challenges and opportunities. The questions of how to preserve traditional villages and how to coordinate the relation between protection and development have becoming more and more urgent as the social transformation impends.This article introduces and compares the economic models of modern Nei-Men community and traditional Yuan-Cha village. We try to localize Taiwan’s model in our case of preservation and development of traditional villages. Using the traditional village Gaojiahe as an example, we evaluated the conditions of its community construction in five aspects. We then made the plan for the community construction based on the conditions. Sticking to the principles of preserving first and rational using, we combined the traditional buildings and the life patterns of residents together with the preservation of the ecological and geographical environment. The author looked for the advantages of development and also encouraged the residents to participate in designing and planning their own community. Finally, we reached the goal of preserving the cultural industries in the traditional villages while developing the communities at the same time.
