With the rapidly economic and social development and the process of rapid urbanizations in the cities of costal China, the demand of water resource is also growing fast. But most of these cities are located in plain river network area, in which the local distribution of precipitation is uneven by time and locations. During the flood period, concentrated rainfall forms into short streams and directly runs into the sea. Because of the lack of water control projects, the insufficient local water resource will cause many serious problems such as water shortage, water pollution and ecological problems.The domestic and international technical methods and practical experiences are summarized in this study. Jinjiang is chosen as the actual study area as it is a coastal city with typical water shortage problems. According to the characteristics of natural geographic, economic and social development and rainwater resources, this research is going to work out the appropriate methods for the rainwater utilization and propose the befitting patterns and technology system of rainwater utilization. By using these methods and technologies, gradually realize the efficient use of water resources in Jinjiang and to promote the establishment of ecological civilization city and sponges city and at the same time ensure the sustainable socio-economic development.(1)According to the characteristics of Jinjiang hydrology and water resources conditions and the economic and social development, this study takes an overall evaluation for water resources development and utilization status. To analysis the balance of water supply and demand and put forward the target of the utilization of rain flood resources by a water resources system analysis model established with water resource system analysis approaches.(2)Review and summarize the Characteristics and adaptability of existing rainwater resources utilization technique and experience both domestic and foreign, By giving full consideration of the natural boundaries, topography, rainfall distribution, water resources, urban rainwater collection and drainage dicing conditions and the systematical dividing rainwater utilization, study and put forward the potential rainwater resource utilization and utilization potential flood calculation method for different types of Jinjiang District(green spaces and squares, buildings and residential areas, urban roads, water systems and groundwater recharge, etc.).(3)In the light of natural conditions, land use, engineering conditions, rainfall and flood resources utilization potentials of Jinjiang, combined with ecological city constructions, ecological system protection, landscaping and other demands, take the rainwater utilization function area as the carrier,such as urban green space system and park squares, building and residential areas, urban roads, urban water system, the hilly areas, agricultural areas and coastal areas etc, construct the mode of "infiltration, stagnation, accumulation, purification, usage, and drainage" to improve the utilization of rainwater resources and efficiency.(4)Research and propose the overall layout of the rainwater resource utilization in Jinjiang City, which is " Plans the overall situation, focuses on the key points, integrates the short-term and long-term needs, carries on step by step", and the principle: "increases water, improves the environment, reduces disaster, promotes development". On the one hand, using the city rainwater resource through dividing different types of partitions and zones, on the other hand, communication through the use of offshore resources flood lakes and reservoirs, implement the urban water system integrated scheduling and irrigation canals running irrigation System.(5)Put forward the policy guarantee support of rainwater resource utilization in Jingjiang. Government should play a leading role to coordinate different competent department to take better implementation, formulate and implement relevant policies and regulations, gradually standard the city rainwater resource utilization and increase the investment of rainwater resources utilization.
