Since the new century, China’s economy has fast developed, at the same time, the import and export trade which based on shipping transportation has been increasing, and then promoting the construction and extension of China’s coastal ports. Chinese ports become more and more busy, they are facing the opportunities to develop, but also facing the serious challenges of traffic safety issues. As the world’s largest energy output port, Qinhuangdao port bear the terminal hub of China’s Northern Coal Terminal, the strategic position of the port is significant. It’s based on cloud theory to carry out navigation safety evaluation of Qinhuangdao port, which aimed to get the port environmental risk. A comprehensive evaluation was taken based on cloud model, then according to the results of the evaluation, we can make for safety decision and then the port managers will gain strong practical guidance.In order to carry out research on navigation safety assessment of Qinhuangdao port, this paper mainly completed the following work:first, the paper comprehensively expounds the cloud theory knowledge, and puts forward the cloud barycenter evaluation method and cloud inference of the local evaluation method, and gives the concrete steps and algorithms. Second, according to the theory of "human-machine-environment" in management, the combination of brainstorming method and expert investigation method is used to construct the index system of navigation safety evaluation. Third, based on the micro channel platform for the production of mobile phone client questionnaire, make two expert investigations respectively for the weight of indicators and qualitative comprehensive evaluations. Fourth, based on the cloud model to determine the index weight, and AHP was used to verify the final comprehensive weight value. Fifth, the navigation safety evaluation example was made of port Qinhuangdao. The Cloud Barycenter Evaluation Method was firstly used to conduct an overall evaluation, completing the steps with the aid of a web program; then, the Cloud Inference was second part of the evaluation on the main factors. Finally, according to the evaluation results, a series of decisions were made for the identified risk factors.It is indicated by the example analysis that Qinhuangdao port is in general good condition of navigation safety, but there are some hidden danger on channel, anchorage and traffic, so some suggestions are put forward. The research results show that the Cloud Barycenter Evaluation Method and the Cloud Inference method are used to navigation safety evaluation, that is a scientific and reasonable decision, greatly enriched the type of navigation safety evaluation method, and promote the navigation safety theory research and development.
