Since the reform and opening up,Chinese economy has developed rapidly.The volume of import and export trade based on ship transportation is increasing,so the coastal ports of China have been able to develop rapidly.The increasing number of ports and the circulation of port ships bring security problems that can not be ignored to port navigation safety.As one of the ten largest ports in our country,Port Yingkou plays an important role.Port Bayuquan is the most important port in Port Yingkou,and it is the research object of this thesis.It takes the port Bayuquan as the research object to start the port Yingkou water safety evaluation research based on the theory of cloud theory,aimed to identify the risk,getting main risk factors,and then making specific safety suggestions based on the results of the evaluation,which provides a good guiding significance for the construction and management of the port.Firstly,this thesis introduces the knowledge of cloud theory,and puts forward the cloud barycentre evaluation method.Then after introducing detailed information of port Bayuquan and analysing the accident in recent years in port Yingkou,the thesis puts forward the evaluation index of navigation safety in port Bayuquan preliminarily according to the theory of "human-machine-environment" in management.Then,the thesis determines the final evaluation index system of navigation by issuing expert questionnaires safety and calculates the weight of each index according to the results of the survey after visiting the units related to port Bayuquan navigation safety.The MATLAB software is used for algorithmic programming to make an example analysis of the study on the navigation safety evaluation of port Bayuquan.Finally,according to the results,this thesis analyzes and gives some corresponding suggestions.According to the MATLAB programming,the thesis evaluates and calculates the navigation safety in port Bayuquan,and gets the overall safety status of port Bayuquan which is between excellence and good and close to excellence,but there still exists some risks and hidden dangers in personnel and natural environment,etc.This thesis gives some corresponding suggestions and hopes the results are helpful to the safety operation of Port Bayuquan in the future.
