With the rapid development of the national economy in Harbin, water scarcity has become a constraining factor in implementation of sustainable development strategy. According to the planning of national economic development and integrated development and utilization of water resources, the scientific and rational use of existing water resources, which meet the needs of society, ensures sustainable development of society, economy and environment of Harbin.The main city of south has used Mopanshan reservoir, since January 1,2010 when Mopanshan water purification plant was fully operation. In the meanwhile, water supply facility of Songhua Rive is in the standby state, formed situation that Mopanshan reservoir is the single water reservoir. With the development and construction of new district of the city, water consumption of Harbin City will increase quickly. The existing Mopanshan reservoir and groundwater can not meet the demand for water development. At the same time, water supply is single and security of water supply is poor, which need to start the Songhua River water supply project urgently.There is only conventional treatment system in the plant before transformation. The equipment is corrpded and material is old because of "hot standby" status in recent years. After existing water purification facilities and increasing advanced treatment, water meets drinking water sanitary standard GB5749-2006. The scale is 200000 m3/d.The project is on the basis of analysis of such aspects as structural stability and process planning design of existing major water purification structures. The project includes the reform of conventional treatment, the construction of advanced treatment processes and sludge water treatment system. The reform of conventional treatment includes adding water channels before flocculator, adding coagulation measures after flocculator to ensure the effect of flocculation, using inclined plate sedimentation tank instead of tube settler, inspecting and maintaining filter tank, maintaining and updating comprehensive workshop and chlorination room according to the process of reform. In advanced treatment process, ozone oxidation and active-carbon filter are adopted. The sludge water treatment system includes a regulating tank, sludge storage tank, sludge concentration tank and a dewatering room. The entire process is raw waterâ†' pre-ozone contact tankâ†' regulators with wellsâ†'vertical mechanical stirring flocculationâ†' sedimentation tank â†' air-water backwashing constant water level filterâ†' pumping stationâ†'main ozone contact tankâ†' active-carbon filter â†' high water tankâ†' pumping stationâ†' water distribution. The main parameters are determined through the design and calculation of the various structures, followed by the completion of the project.The reform project has effectively improved the water supply capacity of city, ensured the safety of water supply quality, produced good social and environmental benefits.
