At present, China’s railway container transport is in the golden era of rapid development, with the increasing of traffic volume, the existing problems of performance is becoming more and more serious, especially the problem of empty container allocation, which has become one of the key issues that restrict the development of railway container transport. Empty container allocation directly affects the operation of container transport chain. Not only does unreasonable container allocation leading to cost increased, but also reducing the customer’s satisfaction. This paper made a deep study to the problem of empty container allocation, combining closely with the features of China’s railway container transport, and put forward a new method—optimization of railway empty container allocation based on customer priority. The main idea of this method comes from the theory of customer relationship management in modern enterprise. We distribute empty containers and make differentiated plans according to customer priority differentiated.The main studies of this paper are as followings:(1)Deeply studied the development process of China’s railway container transport, especially studied management and organization mode after railway freight reform. Based on that, then conduct a systematic study on the problem of empty container allocation, analysis its causes, features and core issues(2)Put forward two major goals of empty container allocation, namely makes customer satisfaction maximized and generalized cost minimized. For customer satisfaction, this paper consider it from the perspective of customer value and pay a great attention to customer value.(3)Expounded the necessity of customer value analysis, and puts forward customer classification and evaluation method based on RFM model, then conduct a case study.(4)Determine customer priority according to customer value, build a Railway Empty Container Allocation Model Based on customer priority, and gives solving strategy and method.(5)Give corresponding examples, then analyses and solve it, verified the feasibility of Railway Empty Container Allocation Model Based on customer priority.
