Water shortages severely restrict the development of industry in western China. Through investing in agricultural water-saving irrigation projects by business, water right change promotes agricultural water conservation and provides water for new industrial projects and then solves the water issues restricting economic and social development of dryland, paving the way for the future normal operation of the construction project in northern arid regions. Due to the large water right scale and construction period of the second phase of water right transfer project in Erdos, there is a series issues in schedule management. Therefore, it is necessary to plan and control project progress for the completion of construction successfully.This thesis first introduces the research background and significance of the project in Erdos and conducts a literature review and evaluation of current research. Based on the introduction of the project, the thesis set the goal of the project. Through WBS, the thesis decomposes the project and sets up the milestone item, then analyzes the order of the item and the schedule of the project. Based on the schedule of the project, the thesis analyzes the controlling of schedule through S shape, bar chart, table and the histogram. Using the logical validity of the ratio method to quantify factors, through the expert scoring method, factors are identified. Through fishbone diagram, it analyzes of the reasons for project delays. Finally, it summarizes and looks forward from the characteristics of project, schedule plan, schedule control, By adopting measures such as organization change, modify the design scheme, this thesis solves the problems of the delay of the project. Construction of the second phase of the water rights project is effective ways to ease the tension between the supply and demand of water resources. The phases of water rights project do help continue pushing forward the reform along the yellow irrigation area in the future, and improve the irrigation conditions. And as a result, this thesis lays a solid foundation for the construction of water-saving society.
