In recent years, with China’s urbanization and motorization progresses, the urban traffic is growing serious. Compared to individual car travel, urban public transport is an intensive and efficient, energy saving and environmental friendly choice, public transport priority has become a social consensus. As a public welfare, public transport system cannot simply look into economic benefits for bus companies. Opinions form different aspect should be coordinated to guide the sustainable development of public transport system and improve the bus appeal. Therefore, it is necessary to establish a comprehensive public transport performance evaluation system to comply with the development of urban public transport in China and provide useful guidance.This paper focuses on the performance evaluation of normal public transit line, which is more specific than evaluation of the whole transit system. The established index system and calculate method can help operators and managers recognize the service condition, grasp the development trend, find the problems in time, allocate resources more rationally, improve the efficiency of bus lines, save social resources, promote the quality of urban public transport system and service the public in a better way.This paper expands the connotation of normal public transit line’s performance. Indexes from two dimensions of social and economic aspect and quality of service aspect are collected to develop a comprehensive index system for normal public transit line. The social and economic aspect considered targets of every stakeholder, i.e. the government, bus companies and bus passengers. The two angles of bus companies and bus passengers are chosen. The quality of service aspect collects and quantifies indexes under six criteria such as availability, comfort and speed. Advanced network DEA and AHP are chosen respectively and a combining method is proposed. Take Jinan City as an example, select several bus lines to be evaluated and analyzed, and the constructed evaluation index system and method are tested. Lastly, in order to use the model to provide support for operators and managers, a prototype of online bus line performance evaluation system is designed.
