The Application Of Preliminary Project Evaluation System In River Treatment Project Pre-Initiation

Preliminary project evaluation is the evaluation for primary stage application, determining whether the project decision-making is correct, and the implementation of the operation is economical and efficient, is an important part of theory of pre-project evaluation, meanwhile one of mean theories of project management. For river regulation project invested by the government, an objective estimate and diagnosis to the river with theory of preliminary project evaluation can decide an appropriate plan to approve the project, so it is necessary to have a preliminary project evaluation to the river regulation project. Researches in this paper been done are as follow:(1) Based on the reference of theory of modern river system and river health, a new idea and demand for treatment of modern rivers is put forward. Applying the theory of theory of pre-project evaluation and health of modern river, combining AHP method in systematic evaluation with the model of river health diagnosis, a theory of assessment methods called "Classification-AHP" appropriated for preliminary project evaluation in river regulation project is raised, which is suitable for different types of rivers. And then an example of health evaluation of every type of rivers including mountain torrents river, clear-water scouring river, township rural river and landscape urban river in Chengdu area is given, which can quantitatively evaluate river regulation project at the early stage and provide basis of invest for the government.(2) Based on the theory of pre-project of river treatment project, some discusses and suggests to the governing methods of different types of rivers are put forward, which can be referenced and used as decision, providing the basis of integrated design in the early design stage.
