For human survival and economic development, as a valuable irreplaceable role, basin was essential subsistence of human existence. The production of human life was inseparable from the basin. Basin water resources was an important carrier of human survival and play an important role in the use of Earth in the entire water system. However, due to the rapid economic development in recent years, the construction of ecological civilization kept up with the pace of economic development, resulting in over-exploitation of resources in our country, water free use of the natural environment without strong watershed protection, or even destroyed, and people’s environmental awareness needed to be strengthened. People’s environmental knowledge needed to be improved, which had restricted the sustainable watershed development. In our country on the water pollution, the Water Pollution Control Law enacted in February 2008 made it clear that in order to deal with water pollution and water resources utilization. Our country established the ecological compensation mechanism. Ecological compensation had been the subject of extensive research resource assessment in the domestic theory at home and abroad and lacked empirical research, therefore a great need for this in-depth studied. In view of this, the paper estimated the Songhua River in Heilongjiang local residents to protect the local ecological environment compensation standard resources. Ecological compensation standard clear watershed residents perspective, which provided reference for constructing ecological compensation mechanism Heilongjiang Songhua River flows.In this study, CVM(Method Contingent Valuation) was used to measure the residents’ WTP(willingness to pay, WTP) and WTA(willingness to accept) for environmental goods. Valuation method was a virtual market researchers simulated scenarios, and survey respondents protecting and improving the environment and governance WTP or because of the destruction of the natural environment and is willing to accept. In CVM empirical research, many researchers believed that the use of WTP assess environmental goods was more accurate than the WTA. The study was often studied only WTP and WTA ignored, in traditional economic way WTA and WTP for the same items were two properties, and economic value should theoretically be equal. This study is about the WTA and WTP for the center, to conduct field research in the Songhua River. In the early pre-survey research, it should delete the irrational and grammatical errors problems, the research was from local residents WTP and WTA to organize the data, modeling analysis. The study put the preferences and psychological basis of respondents as the main line, began to clarify the CVM method and ecological compensation principle and foundation. Secondly, put Songhua River as the research object, Hulan River and ecological compensation mechanism Muling River, two tributaries of the Songhua River were analyzed. Again to CVM as a research tool, through field research on the Songhua River data regression analysis, building WTP and WTA models and survival analysis by reducing bias missing section, drawing WTA and WTP values survival analysis; and then according entropy legal rights, drawing WTA and WTP respective weights, obtained ecological compensation standards. Willingness to experiment Songhua River as follows: 344.1779 Yuan(person ? years), willingness to pay is: 131.782 Yuan(person ?years), the entropy method determined by the weight of heavy WTA and WTP are 0.7805 and 0.2195, so the final determination Songhua River ecological compensation standard is 281.6719 Yuan /(person ? years).In the year of 2015, Heilongjiang Provincial Environmental Protection Office implemented watershed ecological compensation mechanism in the Hulan River and the Songhua River tributaries Muling river system. Cross the river section of administrative was monitored to water quality and quantity to determine the amount of the compensation. This paper argues that this method was objective and fair, but there was no solid theory support and no specific penalties standards for environmental assessment methodologies at home and abroad recognized as the basis. The results of this paper perfect for watershed ecological compensation mechanism in Heilongjiang Province, to provide a more important reference value to make decisions for policy makers.
