The economic value assessment of industrial heritage is the frontier research area of cultural heritage value assessment.CVM is the only one that can be used to obtain all the use value and non-use value related to public articles. There has been the international controversial on the validity and reliability of CVM,so the evaluation results will show the inevitable particularity, with the influence of the differences between China and the developed countries in the aspects of social structure, institutional arrangements, and economic level and so on.In this thesis, the Dagu Port of the Imperial Chinese Navy is taken as the research object,to construct the hypothetical market of protecting and developing the Dagu Port of the Imperial Chinese Navy, for the research of CVM,based on domestic and international relevant research achievements.A total of 4 situational surveys were conducted from July to August in 2017,with about 400 questionnaires, based on which, the methods of theoretical analysis, questionnaire survey and quantitative analysis were adopted,to assess the quantitative economic value, and explore the three key issues of validity, reliability, and the “content dependency” of research achievements. The following researches were carried out in the paper: first, the economic value of the Dagu Port of the Imperial Chinese Navy was assessed by using the method of CVM,and the nonparametric estimation was carried out for the questionnaires by payment card method, with the average payment willingness of 25.15 yuan / year/ person, and the total value(average value)of about 325408129 yuan / year in 2017.Then based on example analysis, the paper studies the special factors of payment willingness in china. On the basis of theoretical analysis, the variables such as household registration, income, education, sex, age, and dominate options of payment willingness were selected, which can reflect the special characteristics of the economic transformation stage in China and the characteristics of the research areas. In addition, three layers of schemes are designed for parallel surveys,to verify the existence of “scope insensitivity” in the study, based on 300 questionnaires; The assessment was carried out with the different inducing techniques of dichotomy and payment card methods, and the dichotomy method did not have the overestimate phenomenon, while the proportion of dichotomy and payment card is 0.94,which is not consistent with the domestic research results, and is not in the scope of western literature. The statistical result is directly related to the cultural attributes of the research object. To sum up,the thesis has done some innovative work in the following aspects: Firstly, combined with domestic example application, systematic research was carried out for analyzing and exploring the special factors affecting the application of CVM in our industrial heritage,as well as the content dependency of questionnaires.Secondly, the variables such as household registration, income, education, sex, age, and dominate options of payment willingness were innovatively introduced in the analysis of factors influencing payment willingness. The study points out that these special factors make payment willingness deviate from real preference, and the reason distribution and influencing factors of “zero payment willingness” were analyzed for the first time in domestic industrial heritage assessment.Thirdly, according to the results of empirical research,it is put forward that the specific scheme and the implementation situation must be considered in the application of the achievements, and the application principle of absolute value, relative size and information greater than zero between the developed and underdeveloped areas is proposed,in terms of the area difference and developing characteristics of our country.
