With the rapid development of the national economy, steady progress of the western development strategy and middle rising strategy, the demand of coal transportation is keeping on increasing. In China, the production and consumption of coal are distributed in the contrary, the structure of coal transportation appears "west coal to east" and "north coal to south" pattern.Based on the shortage situation of transport capacity of Coal-carrying Passage, high transportation cost and low transportation efficiency, it is necessary to constract MengHua Coal-carrying Passage with sufficient capacity, from Haolebaoji to Ji’an, which transports coal from west to east. Studying on transportation demand and operation and management mode of MengHua railway has important significance in reducing railway network transportation cost, enhancing the attraction and improving operation efficiency of MengHua railway.On the basis of national and international references, through a lot of site investigation and data analysis, we use economics, management and transport organization to study the developing trend of coal consumption requirement and the coal imports of China, the domestic coal production distribution, the changes of regional coal consumption and growth of transferred, the trend of coal price, the layout of Coal-carrying Passage and the impact of the construction about the UHV project on coal allocation. MengHua railway being important route for the northern coal transportation in our country is studied and analyzed.On the basis of analyzing coal transportation market, point out the structure of MengHua railway coal transportation demand and analyze the prediction method and prediction thought, then predict coal demands of power plants along MengHua railway, stations and yards along MengHua railway and the rail-water intermodal transport reserve base. We find the coal sent by MengHua railway is mainly used to meet the power demand of north region of Yueyang.Based on coal demands of MengHua railway, car flow routing selection model is proposed, the algorithms and unit tariff fare studied on. Then taking MengHua railway as an example, under two environments of MengHua railway and without, though Floyd algorithm got car flow routing selection scheme by making use of C program and compared two schemes. the results show that MengHua railway has the advantages on distance and the scale economic effects, can attract car flows of Xi’an, Taiyuan and far awav.Eventually, according to the concrete analysis of experience and advantages and disadvantages of the operation and management modes about local railway and joint investment railway, based on the characteristic of MengHua railway, we propose operation and management mode of MengHua railway; Secondly, we particularly analyze dispatching system of existing railway, the unity of railway dispatching system and railway network. The analysis shows MengHua railway is suitable for the management mode of mainly autonomous operation and partly delegated operation and management, autonomous dispatching.
