As the main body of the railway express freight transport system, the baggage and parcel transportation plays an important role in the development of the baggage and parcel transportation system. The performance of its transportation organization has a direct effect on production efficiency and service output of the baggage and parcel transportation. Currently, we still lack of an instructional transportation organizational method for the baggage and parcel transportation. Thus this thesis does some research work on the method of baggage and parcel transportation and its optimizing models.Based on the analyzing of the discrimination of the baggage and parcel organization among railway passengers and freight transportation organizations, this thesis indicates that there are three main core factors concerning with the railway baggage and parcel transportation. They are: the transportation volume forecast, network programming and the scenario planning. Aiming at the characteristic of the baggage and parcel transportation, this thesis mainly focuses on the research on the solutions and optimizing models of the three core problem. The main contents including:1. The development of the baggage and parcel transportation forecast has its own features as development uncertainty and historical data imperfectness. This thesis brings forward some up-to-down transportation forecast ideas with the priority of throughput and then distribution. The baggage and parcel transportationation forecast can be divided into three parts, namely, throughput forecast, freight volume forecast and OD distribution forecast. For the throughput and freight volume forecasts, this thesis adopts a combination method of quantitative forecast and qualitative amendment; for the OD distribution, the Dual-constrained Gravity Model can be used as the main forecast method.2. Based on the different orientation of special and normal railway transportation, the baggage and parcel transportation network programming can be divided into express channel network programming and normal transportation network programming. According to their different programming principals and effective factors, this thesis separately design the methods for express channel network programming and normal transportation network programming based on the clustering analysis and AHP method.3. Analyze the differences of the special baggage and parcel railway transportation and the normal passenger's railway transportation. Based on the Car Flow Routing, a bi-directional segment flow density chart can be established. Focused on the network features of the special baggage and parcel transportation as changing trains, empty back and railway transportationation, a programming method were designed with its own characteristics as pre -decide the number of the whole special railway and then decided the number of the interchange and distributing special railways.4. Analyze and indicate that the programming for the normal parcel transportation is a K short circuit problem, unlike the issue of finding a shortest distance for the normal railway passengers. Through the establishment of the normal parcel complete transferring network, which materialize the transferring time, cost and degree, the normal parcel transportation programming can be changed into the issue concerning with the outmost flow at a lowest cost. Thus, an optimizing programming mathematics model with a lowest generalized transportation cost can be established. Also, this thesis designs a Heuristic Arithmetic in accordance with the normal parcel transportation.5. Based on the above research, some case studies will be introduced to testify the models. And from the results of the case analysis, the transportation organization methods provided in this thesis are feasible and effective.It's the first time in this thesis to do some research work on the core solutions and the optimizing models for the baggage and parcel transportation, which lay a foundation for the further mythology study on the baggage and parcel transportation organization, and provide a method direction for the baggage and parcel transportation. As a conclusion, this research work can provide some reference for the railway express freight organization.
