Since the reform and opening up, along with the rapid development of economy, China experienced the world in the history of the largest, fastest urbanization, city scale expands gradually, the appearance of the city made earth shaking changes, urban construction has made great achievements. However, behind the rapid development of the city, it implies a variety of problems, if these problems can not be properly resolved, it will seriously restrict the city further development:lack of funds, heavy debt load, the waste of resources, economic development is limited, the quality of life of urban residents is seriously affected.In the process of urban construction, urban planning is very important. Planning is the basis for urban construction, is the state on the development of urban construction in the practice of an important means of guidance and control; planning and implementation is the realization of urban planning; planning and supervision is planning the implementation of means to guarantee, otherwise, the planning was done in very good may also just "empty talk".
