Research On The Regeneration Of Central Zaozhuang City, A Resource Exhausted Cities Under Transformation

Zaozhuang was listed as one of the second batch of the resource exhausted and pilot transformation cities by the State Department on March 5, 2009.The government of Zaozhuang carried out three strategies to tackle the transformation issue. As one of them, the improvement of underdeveloped communities, the top project for people, will play a crucial role transforming the city. From 2010, the government has put great effort on the improvement. One hundred and forty underdeveloped communities, the construction area of which is above 3000 square meters, will be improved.This time, the whole area of the demolition is almost the same as the total area of deconstruction since the establishment of the city. Because of its complexity, wide rage, large scale and huge quantity, this special and unprecedented improvement of the city has an important status and the great value of research.By researching on the existing conditions of the regeneration of these underdeveloped communities in the central, the major problems of the research and management of the urban planning are shown as follows.On one hand, the standard of the urban planning is low, and the connections of urban planning between the transforming areas and the old city are weak. Besides, the problems of insufficient protection and continuity of the history context, implicit characters of the city and the lack of study and attention of the pulic facilities and soft environment of communities still exist.On the other hand, the urban planning management and control are not rigid and coordinated enough. The approval of the shanty town projects is inexactitude. The investigation of illegal constructions, such as the constructions before approval, are inadequate. And, the regeneration of the shanty towns are affected by the inappropriate administration.In order to solve the problems mentioned above, based on the theories and practice of regeneration of the old city, combined with the conditions of the shanty town of the central district, the urban planning strategies of the improvement projects are proposed. High standard and high quality urban planning need to be applied, the study of the relationships between the transformation of shanty town and regeneration of old city needs to be strengthend, the history context and the characters of the city need to be well presented, the organization and the soft environment need to be improved, and the public facilities of the residential areas need to be refined and formulated. From the approval of urban planning, penalty of the illegal constructions, coordinates of urban planning management and the perfection of decision-making and supervision of urban planning, the strategies and advice of urban planning management of shanty town regeneration are proposed to give a useful precedent for future city regeneration of Zaozhuang, even other cities.
