Case Study Of Cost-Benefit Analysis In Saving Benefit Assessment

The meaning of water conservation exists in being able to gain water saving benefit. Therefore, the right evaluation of water-saving benefit is the important measure, which guide the whole society to conserve water. Nevertheless, the theoretical economics in our country has hardly shown concern for economy over a rather long time.Some independent researches will be done in the article. Gives the concept of saving benefit, propose 3 types of water-saving benefit and the relationship between the three, it’s economic benefits, environmental benefits and social benefits. The methods of gaining water saving benefits was discussed. Six various approaches have been collected. As a model, the water-saving faucet is studied, ranging from its water-saving technical indicators and technology principles to types and sites applicable. Also, the water quantity calculation formula under different principles are given formed. Considering the uniqueness of environment and resources, the cost-benefit analysis method is the most effective way to evaluate water saving benefit. In this article three different level of water-saving cases are selected and analyzed aimed at the benefit of water-saving reform. The economic benefit, the environmental benefit and the social benefit are reflected from the quantative and qualitative descriptions. In the evaluation index of the economic benefit, the benefit cost ratio is selected. In the evaluation index of the environmental benefit, the amount of sewage emission reductions and the COD emission reductions as well as the CO2 emission reductions and the power-saving are used. As for the social benefit evaluation index, the public satisfaction and the promotion of culture, science and politics are taken into consideration.In the first case, the renovation of water-saving appliances which are used in QingPu district ShangHai public places is taken for example. To evaluate water-saving benefit by cost benefit analysis method, it is verified that the water saving benefit of direct water-saving benefit can be assessed. In the second case, the renovation of watermeter in JinShan TingLin Industrial District in ShangHai is taken as example. In the same way, using cost benefit analysis method to evaluate the water-saving benefit, which can verify that the comprehensive water-saving benefit can be assessed. In the third case, the renovation of water-saving faucet in the public in ShangHai is taken as example. Analyzes from water-saving technology principles and cost-benefit, which give a qualitative research based on the quantative research.In this paper we have discussed three questions which the cost-benefit analysis method in applied to the water-saving benefit in depth. The discussion of total costs and total benefits in cost-benefit analysis, the discussion of benefit and effect in the saving benefit evaluation process and the discussion of monetization to environmental benefits and social benefits.Through the theory and case study of full text, the evaluation of saving benefits should take the cost-benefit analysis method, and puts forward some suggestions for using cost benefit analysis method to the saving benefits evaluation.
