China is a developing country, but also a big building country. With the gradualadvance of building a well-off society, the rapid development of construction,building energy consumption is growing rapidly. Building energy waste is extremelyserious, and building energy consumption growing faster than Chinese rate of energyproduction,if the country continues to perform a low level of energy efficiency designstandards, it will leave a heavy burden on the energy consumption and governanceproblems. Huge building energy consumption has become a huge burden on thenational economy. Therefore, energy efficiency and cost control on building systemsis imperative.Although the Chinese government and scholars has made great achievements inthe study and promotion of energy-efficient buildings, it still encounter someresistance in some building energy efficiency policies and measures to implement theprocess.Our work is still slow progress in building energy, as the main buildingenergy needs further strengthened. For such problems, in order to understand theprinciples of energy efficient building design and costing methods, and benefitsassessment methods,this paper base on the status quo of Chinese building huge energyconsumption, literature review approach on the use of energy-efficient buildings andabroad, such as cost-benefit assessment literature to finishing. Secondly,use the netpresent value (NPV), internal rate of return (IRR), payback period (PP) and otherfinancial analysis indicators to assess Beijing Longhu Good Hope Hill townhouse’scost-effectiveness of energy-saving design. Finally,use life-cycle cost-benefitassessment theory and comprehensive view of Good Hope to explore Beijing DragonLake Hill townhouse cost-saving design and the overall efficiency of the situation.The results from the empirical analysis of the case can be concluded: buildingenergy efficiency system and cost control is conducive to the promotion offundamental conservation and rational use of energy resources, ease the contradictionbetween supply of energy resources and economic and social development, achievesustainable economic and social development, conducive to long-term protection ofnational energy security, protect the environment, improve people’s quality of life,implement the scientific concept of development. Therefore, this research work onChina’s building energy saving operating costs has some positive effects.
