In order to increase the efficiency of administration and ensure economic operation, our government began to explore the way to optimize the social structure and transform the government functions and set up service-oriented government in the context of economic globalization in recent years. In the rapid development of urbanization, Urban Planning which directly affects the quality of life. It leads to a increasing desire of public participation in Urban Planning. However, the exploration of public participation in Urban Planning has just started in a short time in China, there is a lot of issues to be solved. This paper introduce the problems and causes in public participation in Urban Planning. It focus on the analysis of the Hong Guang community, Pi Town Revise-controlled Urban Planning project. It offers suggestions and strategies for building a service oriented government.The paper is divided into 5 chapters. Then it introduces the practice of public participation in Urban Planning. It reviews some city’s practice and analyses the issues we have and the causes for it.
