With the economic growth, various energy-saving equipment in coal-fired powerplants had been updated gradually, but the standard coal consumption rate of power supply has not been obviously reduced. The reason of this energy waste is the lack of efficient management, so the establishment of energy management system(En MS) is becoming more important. On the other hand, National Development and Reform Commission of China has been aware of this problem, and is guiding companies to reduce waste and improve energy efficiency through En MS in the policy.The thesis follows the frame structure of the energy management system(GB/T23331-2012). By analyzing advanced practical experience of foreign country and current utilization situation of energy in China’s coal-fired power plants, the energy management system documents were compiled. Then, this thesis analyzes and evaluates its main energy-saving targets. And makes a complete set of management program file for energy purchase and storage, processing and conversion,transmission and distribution, and use. Finally, design an operation panel for the link relations of program files.Energy management activities in energy management system including the whole enterprise of each department, mainly related to production process,energy-using equipments, energy measurement and statistics, etc. The energy management system documents includes one management manual, eight programmatic files, twenty-four compatible files, nine operational control procedure files and nine operation instruction files and related record forms.Analysis of energy-saving index system is one of the key work of this paper. By analyzing the all aspects of energy from inflow to outflow, we find out the main part of energy consumption, analyze the boiler as the main content. So we can identify the energy-saving point, give improved measures, and help businesses save energy. At the same time, the current energy management system documents are miscellaneous,non-intuitive and difficult to understand. To solve this problem, I design a three-dimensional, vivid, concise operation panel according to actual needs. Thisoperation panel can provides convenience for command and coordination for the leadership, and the use of various functional departments.
