Under the influence of national energy conservation and consumption reduction policies and environmental protection pressure,energy conservation and consumption reduction measures have been introduced intensively,among which the "double control" measures to control the total energy consumption and the intensity of energy consumption have effectively promoted the high-quality development of the energy industry.As the main force of coal consumption,the most effective way is to reduce coal consumption and improve coal-fired power efficiency.Therefore,the implementation of energy-saving transformation project will be the key task of power generation enterprises.New projects is fewer,In order to realize energy saving and consumption reduction,the advantages of technical upgrading and energy saving transformation of thermal power plants in stock are highlighted.There is a huge market for energy-saving renovation of thermal power plants.Practical and effective evaluation model has a wide application prospect.Based on the theory of comprehensive benefit evaluation,selects the corresponding evaluation indexes by using fishbone diagram theory and cluster analysis theory,and establishes the comprehensive benefit evaluation index system of coal-fired power plant energy-saving transformation project from four benefit dimensions,It fully embodies the characteristics of energy saving and transformation of coal-fired power plants.It integrates many influencing factors such as technical characteristics,transformation goals,and "energy double control"policies.The index system of benefit evaluation is more scientific and reasonable.The comprehensive benefit evaluation based on the fuzzy analytic hierarchy process is constructed.According to the characteristics of energy-saving and technical transformation projects of coal-fired power plant energy-saving transformation projects,the influencing factors of each benefit were analyzed,and the corresponding evaluation indicators were selected to establish a comprehensive benefit evaluation index system for coal-fired power plant energy-saving transformation projects,so that The index system of comprehensive benefit evaluation is more scientific and reasonable.According to the characteristics of the indicators,the weights of the indicators are determined using the analytic hierarchy process,the fuzzy comprehensive evaluation method is adopted,the review set is established,and the results of the comprehensive benefit evaluation of the coal-fired power plant energy-saving transformation project are finally obtained based on the maximum membership theory.The empirical demonstration of the energy-saving retrofit project of M Power Plant is used to verify that the comprehensive evaluation model of energy-saving retrofit projects in coal-fired power plants is scientific and reasonable,and can provide useful theoretical references for the scientific evaluation and decision-making of energy-saving retrofit projects in coal-fired power plants.It has good research and practical significance for promoting the transformation and upgrading of coal-fired energy conservation.Finally,according to the comprehensive benefit evaluation results of this article,the future development countermeasures of coal-fired power plant energy-saving transformation projects are proposed,which provide scientific guidance for the better development of coal-fired power plant energy-saving transformation projects...
