In order to better meet customer demand, within the enterprise, in the form of project as an integrated unit to work is becoming more and more common.The popularity of project application lead to the active of project management theory, the project management mainly includes the project schedule, cost, quality, manpower, resources and so on carries on the omni-directional integrated management.Consumers personalized demand is the leader in the market, high quality, short construction period, low cost is the key to win in the fierce competition, so for any project, quality control, progress control and cost management should be throughout the entire project implementation.Quality, progress and cost between and supplement each other, mutual influence, interaction, and so effective project management methods, should be overall consideration of quality, schedule, cost, only in this way can ensure the project run efficiently.Earned value method as the most effective integrated control method in the current project management, through the introduction of performance parameters to monitor project performance, makes up for the traditional project management method is considered separately in the schedule or cost, and lead to the plight of the other important parameters is out of control.Earned value method through compared the schedule and cost by the numerical, lets managers to monitor the project schedule and cost at the same time.This paper firstly introduces a certain type of commercial communications navigation system research and development background, puts forward the importance of project management for the project implementation, and the purpose and significance use project management monitoring project implement.Secondly, introduces the relevant theories of project management, including project progress management, project cost management concept, characteristics and management methods.Then, in a certain type of commercial communications navigation system is introduced in this paper the research and development projects, goals, implementation method, key technology route and related organization structure, on the basis of analyzing the characteristics of the project, schedule, cost management present situation.Again, it is pointed out that the shortage of the company in the course of the project schedule and cost management, in view of the lack of relevant improvement measures were put forward.And, using the method of earned value by comparing the actual cost, schedule, and the relationship between the planned cost, schedule, found in the process of project implementation schedule and cost management.Finally, Suggestions are provided for the management work, for similar work helps for conclusions are drawn.
