The Establishment Of Large And Medium-Sized Electric Locomotives Measurement Standard

Security is the foundation of railway; it’s also a prerequisite for the efficient operation of railway transportation. And metering technology is the foundation and guarantee for the safety of railway. Due to various reasons, there are many problems about metering in many aspects of technology management and metering resources in the field of railway industry. The contradiction between the rapid development of the railway industry and the relatively slow development of metering technology is more and more obvious. Moreover, the establishment of standards of metering is the basis of metering and the guarantee for the accurate data of measuring instruments in railway working. Therefore, how to establish a relatively complete standard of metering system is important for railway enterprises. That can be the foundation of improving quality, reducing consumption and increasing benefit for metering in railway enterprises.This paper is based on the large and medium-sized electric locomotive depots which have four thousand employees, 200 locomotives and more than five regional transportation tasks. According to national metrological rules and actual situations of locomotive depots, main points of measurement standard are analyzed and a comprehensive standard of measurement system is established, with, technology of metering in railway, economics, enterprise management, metering management and ergonomics. The standard established of metering meet the requirements of quantity transfer and traceability and manufacture requirement. That has been verified by repeat experiments, stability assessment and uncertainty evaluation of metering results. Measuring rooms of large and medium-sized electric locomotive depots can establish standards of metering according to this system, so that the quality of metering and management level can be improved. Even more, it’s better for the transportation, production and operating management.
