Public Transport Priority development strategy is an important part of sustainable urban development strategies, with the acceleration of urbanization process in China, and the rapid development of motor vehicles, urban road transport resources become tighter, resulting in intensified traffic congestion, caused a series of social and Environmental issues. To solve this problem, the major cities by implementing Public Transport Priority development policies and transportation demand management policies, pulling and pushing travelers from private transport to public transport, bus fare adjustment is more common policy tool.At present forms of public transport fares and transfer policies, the paper describes the system of representative urban Public transport fares and transfer policies. Summarize and analyze the transfer policy of purpose, meaning and experience, carding Public transport fares and transfer preferential policy guidance, documentation and research results. Suzhou considered necessary to carry out research and bus transfer preferential policy reserve work.This paper analyzes the characteristics of Suzhou bus passenger. Willingness combined passenger travel, based Suzhou Public transport fares and subsidies, according to system dynamics modeling steps to establish a model bus transfer deals.
