As the era of globalization, informationization, marketization and knowledge-based economy is approaching, the management reform has been carried out in western countries to pursue the "3E (economy, efficiency and effectiveness)". Since the 1990s, the Chinese government has begun to work on the exploration and piloting in performance management practice. With the rapid economic development and continuous growth in state revenue in recent years, China has gradually increased the input in major projects of public utilities, infrastructure construction, livelihood program and ecological environment protection. Such major projects are generally led and implemented by the government. The significant social benefits since the completion of the projects encourage the government to attach greater importance to verify the fruits of public social management after the practice of social affair management so as to improve the government’s level in public management. In the meantime, the update of management philosophy from a regulation-based to management and service-oriented government has inspired the scholars to work harder on the performance of the government’s utilization of public funds, which has become a spotlight of domestic government management studies. In addition, along with the geometrically growing investment in public infrastructure, there has been an increasingly intense social atmosphere for the public to involve in government management and supervision. Also, the public is also concerned with government performance in the utilization of public funds.There have been many problems of old housing and residential areas nationwide in recent years. With the development of commodity housing, the comprehensive management of old residential area with incomplete supporting facilities has become a challenging problem for urban management and has aroused the attention of the government departments. China embarked on pilot reconstruction of old residential area (including shanty towns) since 2005 with the coverage expanding on a yearly basis. By far the reconstruction has been carried out all over the country and it has become a key livelihood project of the government departments. In view of the profound influence on the life of surrounding residents, the reconstruction of old residential areas is a project for both livelihood and popularity, but there are a number of problems in the implementation process, which reflects the space for improvement of present of public project management practice.At present, the study on performance evaluation of old residential area reconstruction projects focuses on layout planning and property management after the reconstruction, but research on systematic performance evaluation of the entire project is scarce. For this reason, on the basis of existing studies on evaluation of government project performance and in view of the characteristics of old residential area construction projects, this paper constructs the performance evaluation system of old residential area reconstruction projects to effectively improve the output ratio of public finance, and provide the government with a low-input, highly-efficient and resource-saving management mode of public project performance.This paper is composed of six parts. The first part introduces the background and significance of this study, leared about the research methods and idea.The second part gives an introduction of the theories to be studied, including detailed account of project and project evaluation, as well as project performance evaluation, together with review of the research status at home and abroad on the theories. It focuses on the existing project performance evaluation system in China, and on this basis, analyzes the deficiency and its causes of the present project performance evaluation. The third part makes analysis concerning the construction of performance evaluation system of old residential area reconstruction project. It starts with the characteristics of evaluation of old residential area reconstruction project performance,and it analyzed the theoretical basis of the performance evaluation of the old residential area reconstruction projectThe fourth part clarifies the indicators for the evaluation of old residential area reconstruction project performance, develops the performance evaluation system of old residential area reconstruction project, and provides the evaluation standards and weights for planned evaluation, economic evaluation, technological evaluation and social evaluation. The fifth part makes an empirical analysis on the performance evaluation of an old residential area reconstruction project in the city with project performance evaluation conclusions reached. The sixth part summarizes the achievement and deficiencies of the performance evaluation system proposed in this study. This paper puts forward a set of performance evaluation system in regard of an old residential area reconstruction project, provides a new cvaluation approach for performance evaluation of old residential area reconstruction projects in other regions of China, hence the significance in reference.
