With the rapid development of China, especially in big and medium-sized cities, the number of vehicle increases endlessly. While some cities have adopted demand management measures, the poor infrastructure construction has led to a serious imbalance between supply and demand. The economic development of the transport problem is particularly reflected in urban parking. Currently, the city’s parking space can not meet the parking demand of owners, and the tight parking space is not only trouble the owners, but also become a serious social problem.Firstly, just under such a background, the paper analyzes the research process and the parking policy and parking models of domestic and foreign, and then analyzes the concept of parking supply-demand theory. The parking supply theory in the paper is "Moderate Meet", "Construction parking plot is the most, public parking plot is auxiliary and the curb parking plot is just accessory". And the paper abandons the thought that vehicle number determines the number of parking space, believes that urban land, living condition, road network capacity are limited. It makes "Low-Carbon Eco-city" as the development goal and urban capacity as constraints.Secondly, the paper builds the urban parking supply evaluation system based on" Low-Carbon Eco-City" and takes the impact of vehicle and parking numbers on environment as consider. The evaluation system contains 4 parts:capability of road transportation, environment livability, traffic structure and parking structure, and including 9 indexesrparking gap ratio,open space-floor area ratio,green space-floor area ratio, traffic capacity reduction ratio, vehicle travel ratio, transit lane ratio, parking structure, public parking numbers of hundred vehicles and construction parking numbers of large-scale public building.Thirdly, the paper establishes an urban parking supply model based on traffic capacity and city environment, according to the land development and utilization, road network conditions and parking demand factors, as well as taking the traffic management policy based the urban development concept into account. While calculating the number of parking plots, it is restrained by road conditions, environmental conditions, network capacity and the parking structure. On the last, the parking scale will be revised by the development trend of the vehicle.Finally, the urban parking supply evaluation system and the supply model are used in Tianqiao, Jinan. In Tianqiao area, the evaluation system shows the parking supply can not meet the demand, construction parking and public parking are less than the reasonable value, some curb parking are unreasonable and vehicle ratio is higher than expectation. After calculating by the supply model, the reasonable number of vehicles is 120 vehicles/thousand person to 150 vehicles/thousand person, and the parking plot number is 40.4 thousand to 52.6 thousand.Although the paper makes a deep analysis on parking issues, there are still many shortcomings because of the limitations of author. There will be a deeper research on the next step.
