Nowadays the behaviors affecting roadways are becoming more and more common, and their safety evaluation has been taken as the main consideration for an administrative approval. However, in our country, there is no standard specifications and techniques for safety evaluation of behaviors affecting roadways. This caused the situation where local departments have to invite experts to accomplish the evaluation work according to their own methods. As a result, the diversity of different approaches leads to a non-standard outcome which makes the authority of their conclusion being challenged. In many cases, the results of their evaluation work are not generally recognized or accepted.In order to change the present situation, this paper investigated all kinds of the techniques for the safety evaluation of behaviors affecting roadways and try to propose relevant criterions and specifications. It is believed that the results of this paper can provide some reference for departments of transportation, design institutes and construction enterprises.First, the paper discussed the fundamental procedures and common methods of the evaluation work, including preparation stage, evaluation stage, and response stage. Also, the most commonly used techniques have been researched. It is recommended that the applicant should be given the right to choose specific way of evaluation. But for large-scale behaviors affecting roadways, institutions must be invited to conduct the evaluation. At the same time, the range of each behavior must be clearly defined.Then, it described the details of the rules, procedures and methods of the hazards identification. Then it proposed a tabulation for safety evaluation. Controlling parameters should be listed before evaluation work and well checked respectively in order to provide tools for safety evaluation.The paper classified the behaviors affecting roadways into 7 categories according to their relationship with established highways, which are leapfrog, through type, parallel road type, intersection type, and road structure type, the road sign, and transfinite transport of goods. Considering the characteristics of each behavior, the corresponding evaluation indexes were proposed.At last, the characteristics of each behaviors affecting roadways were studied and according to the actual situation, the specific cases of each behaviors affecting roadways was classified. For example, leap-type behavior can be divided into the highway over highway, railway over highway and wire over highway. And the parameters representing the safety level for each case were determined. By analyzing the safety influence of each behavior through its structure, operation and construction, it came up with some relevant specifications. Meanwhile, the application of the safety evaluation system raised in this paper was finally discussed via some practical cases. Feasibility and suitability of parameters for safety evaluation were analyzed.
