Research On Innovative Planning Management Of Industry Development Unit In Hangzhou City

This research is exploring and solving the realistic contradiction problem in the planning management of industrial land use. Hangzhou is in a critical period of industrial and city transformation,the industrial transformation and space utilization. Such as the industrial space disordered use after enterprise transformation, the limited development of industrial transformation, and the distempered services for the development of industrial transformation which restrict the healthy and orderly development of the entity economy. Especially in the process of upgrading the industrial function, which is the main line of innovation and development, the demand for new industrial development become more and more intensely. In this context, the purpose of this study is to combine the domestic, international experience and local implementation conditions for the industrial development needs and characteristics, to put forward tactics and implementation recommendations base on the rules, planning preparation, approval management, post supervision and other aspects. This research will be helpful to improve the management level, promote rational and orderly use of industrial land, improve the efficiency of land use, and upgrade the service of industry transformation. Through theoretical research and practical research, experience and comparative study, investigation and research,this paper studies the planning and management of industrial land in Hangzhou.The main content of the research is based on the investigation and analysis of the land use status in Hangzhou main industrial zone and the enterprise development needs, to summarize the new problems in the development of industry and explore the inevitable trend of industrial transformation and upgrading, and the space layout demands of enterprise development which to provide the developing space for industrial upgrading and change of use. At the same time, estimating the existing planning, management and related policies, to analyse the existing problems. With the domestic and foreign related development theory and the reference experience, deeply study its historical background, concrete measures and implementation effect, to learn the advanced experience. Based on the experience and local conditions, the research conclusions are drawn to establish the plan of management innovation area and implement the management system, and to propose industrial land management strategy and implementation measures from the planning, approval management, post supervision and other aspects. To explore and establish the development unit, we establish the corresponding management mechanism and realize the city industrial space system management. To change the rigid management of industrial land use function and construction index, and to implement the dynamic management to adapt to the market changes; for enterprises’ flexible choice according to the development,to implement the flexible control for the specific construction index of the land. In the development of the classification of supporting the production and living services facilities, to solve the problem of lack of supporting service facilities in the traditional industries. To implement the precise planning in management, simplify project approval and strengthen the future supervision in management, to improve management efficiency and reduce the administrative costs.
