In recent years, environmental problems such as haze and other issues are becoming more serious, the government has adopted policies with specific quantitative targets for alleviating influence of PM 2.5 and coal proportion in energy structure. Under the background, wind power has become the most promising generation type amoung all renewable energy sources. However, with the rapid development of wind power capacity, it is difficult to achieve wind power accommodation only by regulating unit output in power source side, also, adequate reserve capacity are needed for wind power uncerntainty. This will reduce the operating efficiency of conventional units and result in waste of resources. Therefore, in the electricity market environment, coordinating users of electricity and calling demand-side resources scientificly and flexibly have become an effective means of wind power accommodation.Firstly, wind power and the characteristics of demand-side resources are briefly introduced, and demand response model, user participation’s principle and the impact of demand side resources on the power grid’s operation are analyzed. Then a coordination and interaction mechanisms for generation and load is designed based on power load interactive theory. Considering of the relationship between implementation of deamand response measurement with the satisfaction of users, so the experience and interests of users should be taken into account by power supply company while making TOU. Therefore, how to take the best according to consumer psychology tariff decision scheme calling the load side resources when the power company makes power scheduling is a major issue. Thus, aiming at wind power consumption, this paper presents a bi-level programming model considering interests of the power company and users. The model consists of upper level which is a power scheduling problem, and lower level which formulates the price based on customer’s satisfaction aiming at wind power consumption, which studys the relationship between the power company operating costs and customer’s satisfaction.Finally, this paper transforms bi-level problem into simple single objective optimization problem and then into bi-objective problem. In addition, a hybrid genetic algorithm based on Levy flight with sine-wave carrier is provided, also a 10 units with one wind farm system is applied in four dispatch modes to analyze the system operating costs, customer’s satisfaction, the absorptive capacity of wind power and the contrast of algorithm’s convergence. The result shows that the bi-level mode developed in this paper can reflect the relationship between stakeholders and a reasonable price can effectively adjust the load demand curve so that it promotes wind power consumption and lower power company operating costs in order to maximize comprehensive benefits of both sides. Besides, the curve of the relationship between operating costs and customer’s satisfaction is given to make a assisted decision-making role when the relevant departments formulates the price of electricity.
