In recent years, a series of power emergencies to the safety of our power grid operation caused great harm. They all had a negative impact on society. After the power emergency occurrence, how to restore power to run in the shortest possible time to return the affected areas to normal operation, is a big task. It is of great significance. To promoting the development of Global Energy Interconnection, we need the effective management of electrical emergency supplies. It involves all aspects of planning, procurement, inspection, warehousing, distribution and supply. We need scientific planning, reasonable reserves, synergistic formulation and implementation of updates. This paper focuses on one of the problems in electrical emergency supplies. It can be expected that effectively protect of the electrical emergency supplies timely repair and enhance the overall security of the power grid.In this paper, we study the types and methods to deal with emergency power, and the electrical emergency supplies storage location characteristics to clarify the power emergency supplies warehousing requirements and related theory, based on the research status of electrical emergencies and electrical emergency supplies and other related issues. At the same time, it introduced the distribution of electrical emergency supplies, as well as a common location for storage of model are summarized. It analyzed the factors associated power emergency material storage location, such as the cargo unit of GDP, land prices and other factors. The establishment of electrical emergency supplies location model index system. There is a comparison between the existing general siting process. As a result, this paper choose the DEA model to research the electrical emergency supplies, which also indicates the strengths and weaknesses of traditional DEA model. To solve the problem of electrical emergency supplies, we need to combine its own characteristics of electrical emergency supplies to study. So this paper improves the traditional DEA model in the super-efficient algorithms and the influence of subjective weights to make the calculation more accurately. Finally, this paper selects the data of 11 cities in Zhejiang Province as an example. It puts forward proposals for electrical emergency supplies warehouse using the improved DEA method.
